Overview
In Singapore, a stillbirth is automatically registered with ICA once a doctor certifies it online, so there is no need to visit a registration counter. A digital stillbirth certificate is then issued, which parents can download from the LifeSG website.
- From 29 May 2022, digital stillbirth certificates are issued for stillbirths certified by a doctor.
Documents Required for Stillbirth Certification
As parents, you will need to provide identification documents (NRIC, FIN card or passport) to the doctor or hospital to facilitate the stillbirth certification.
Eligibility to Download Digital Stillbirth Certificate
Only the parents of the stillborn child may download the digital stillbirth certificate from the LifeSG website.
Fees
There is no fee for stillbirth registration and the issuance of a digital stillbirth certificate.
Procedure
Get the stillbirth certified
The doctor at the hospital will certify the stillbirth online. Once the doctor certifies the stillbirth online, it is automatically registered.
During certification, the doctor will minimally provide the following stillbirth particulars:
- Stillborn child’s sex
- Date of stillbirth
- Time of stillbirth
- Place/address where stillbirth occurred
- Cause of death
- Mother’s particulars (name, identification document number and date of birth)
- Father’s particulars (name, identification document number and date of birth),
if applicable
- If the online system is unavailable, the doctor will issue a manual document known as a Confirmation of Stillbirth. The doctor will later certify the stillbirth online when the system is available, and the stillbirth will be automatically registered.
- The National Environment Agency (NEA) and Town Councils accept the Confirmation of Stillbirth for funeral, burial or cremation-related applications. If there is difficulty using this document to apply for the Permit to Bury/Cremate, the parents or funeral service provider should contact NEA 24-hour hotline at 6225 5632 for assistance.
