Public Advisory on Fake Letters Bearing ICA Letterhead and Forged Signature

            The Immigration & Checkpoints Authority (ICA) would like to alert members of the public to fake letters purportedly issued by ICA in response to applications for Singapore Permanent Residence (PR).

2.        ICA was alerted to a fake letter and tax invoice that were received by a member of the public bearing the ICA letterhead and a signature of an officer allegedly from the ICA. The applicant had engaged a commercial entity to assist with a PR application for a total fee of close to $5,000. The fake letter and invoice requested for the applicant to pay a certain fee to proceed with the PR application. Checks by ICA confirmed that no application had been submitted on behalf of the individual. 

3.        ICA would like to emphasise that these letters and invoices are not issued by ICA.

4.        Since January 2026, ICA has been alerted to 12 cases involving fake ICA letters relating to applications for long-term immigration facilities. ICA is aware of commercial entities or consultants who claim to be able to improve applicants’ chances of success in obtaining long-term immigration facilities, including Singapore Permanent Residence. ICA does not support nor endorse such services. Applicants who choose to engage commercial entities or consultants are advised to exercise caution.

5.        Members of the public applying for immigration facilities are strongly encouraged to submit their applications directly to ICA through ICA’s website. Those who require assistance may contact ICA via the ICA Feedback Form or speak with our call agents at 6391 6100.

6.        ICA takes a serious view of such scams as it undermines public trust in ICA.

7.        Members of the public may contact ICA via email or phone call to verify the authenticity of documents purportedly issued by ICA when in doubt.
