Man Charged for Failing to Report a Change of Residential Address
On 19 March 2026, a 51-year-old Singaporean man, Low Gin Chean, was charged for failing to report a change of his residential address, an offence under the National Registration Act.
2. Investigations by ICA revealed that Low had sold his previous residence in Toa Payoh in July 2024 and allegedly failed to report a change of his address after moving out. Between January and February 2025, Low allegedly obtained loans from several licensed moneylenders using the address of the Toa Payoh unit.
3. Under the National Registration Act, all identity card (IC) holders who change their place of residence must report the change of address within 28 days of moving into a new residence, regardless of whether the residence is located within or outside Singapore.
4. ICA takes a firm stance against any person who fails to comply with the National Registration Act and its Regulations. A person found guilty of failing to report a change of address may be sentenced to a fine of up to S$5,000 or imprisonment of up to five years, or both.
5. ICA would like to remind all Singapore Citizens and Permanent Residents that it is their responsibility to update their residential addresses with ICA to ensure they remain contactable. The updated addresses will also facilitate their transactions with government agencies. Singapore Citizens and Permanent Residents who need to report a change of residential address can do so online via ICA’s change of address e-Service (https://go.gov.sg/ic-address).
