Opening Of Protective, Analytical & Assessment Facility
A new Protective, Analytical & Assessment Facility (PAAF) for security-sensitive materials was officially opened by the Minister for Home Affairs and Minister for Law, Mr K Shanmugam on 15 July 2016. The PAAF is located at the Pasir Panjang Scanning Station (PPSS) at the Immigration & Checkpoints Authority’s (ICA) Ports Command.

2. Our borders are the first line of defence in safeguarding Singapore’s security. The heightened threat of terrorism to Singapore increases the risk that chemical, biological, radiological, nuclear and explosive (CBRNE) materials may be acquired and used for attacks. The PAAF will improve ICA’s capability to detect CBRNE materials through the use of advanced technology. This is a key element of our overall counter-terrorism strategy, which includes broader efforts to enhance security vigilance, protection, response and community resilience.
3. The PAAF comprises a suite of advanced border laboratories equipped with a range of analytical capabilities, including radiological and nuclear (rad-nuc) analysis. Its laboratories and advanced equipment can detect and conduct real-time analysis of security-sensitive materials. Through this use of technology, ICA can conduct stringent and prompt checks on suspicious cargoes without impeding the flow of trade.
4. In addition to laboratories, PAAF has a training facility called the Scientific Demonstration Suite (SDS). It will provide modular training on the threats from CBRNE materials to help Home Team officers detect and identify such materials more effectively, while keeping themselves safe from harmful effects.
5. Security at our checkpoints remains ICA’s top priority. It is therefore important to ensure ICA’s operational readiness at all times. The ICA will continue to conduct stringent security checks at the checkpoints to keep Singapore safe and secure.
