Male Singaporean Charged For Disorderly Behaviour

A male Singaporean, aged 54, has been charged and sentenced in court for disorderly behaviour and using abusive language on a public servant.

2. The incident happened on 29 July 2006, at about 6.15am at the arrival bus hall of Woodlands Checkpoint. The man was stopped by an ICA officer for further checks. In the course of the checks, the man was asked to empty his pocket, where a packet of shag tobacco (weighing 50 grams) was uncovered. The man then shouted at the two officers conducting the checks, saying ‘check what?’ and other vulgarities. He then challenged the officers’ authority to conduct checks on him and threw two packets of rice which belonged to him onto the floor, creating a mess in the bus hall. The man was then arrested and detained, after attempts to calm him down proved futile.

3. Police officers and auxiliary police officers were also despatched to the scene to handle the unruly traveller. He smelt strongly of alcohol and continued to shout on top of his voice.

4. The man and his shag tobacco were then referred to the Singapore Customs for further investigation.

5. He was also produced in court on 1 August 2006. He was fined a total of $4000/- for one count of disorderly behavior and one count of using abusive language on a public servant. The charge of using abusive language on an auxiliary police officer was taken into consideration.

6. As the key government agency responsible for the security of Singapore's borders, the understanding and co-operation of the travellers are crucial to our conduct of security checks. It was regrettable that the actions of one unruly traveller had diverted resources that could have been deployed to attend to the other travellers.
