ICA Launches New E-service, 'Naturalisation Eligibility Tool'
The Immigration & Checkpoints Authority (ICA) will be launching a new e-service called the ¡§Naturalisation Eligibility Tool¡¨ on 15 February 2007 (Thursday). The system will go ¡¥live¡¦ on ICA¡¦s website http://www.ica.gov.sg at 10am.
What is the new e-service about?
2. The Naturalisation Eligibility Tool is a free online self-assessment system, to assist foreigners working and staying in Singapore to assess if they are eligible for either Singapore Permanent Residence (SPR) or Singapore Citizenship (SC). The password-free system is part of the Singapore Government¡¦s move to encourage suitable foreigners who can identify with our way of life and wish to contribute to our society to consider taking up SPR, and eventually SC.
Targeted users
3. The tool is meant for foreigners who are already working and staying in Singapore. Overseas foreigners are also able to use the system although theirs will only be a hypothetical assessment. These overseas foreigners are given the option to provide their contact particulars to enable ICA to contact them if necessary.
What the user will see
4. The Naturalisation Eligibility Tool consists of a questionnaire covering three areas; namely 'personal information', 'spouse¡¦s information' and 'children¡¦s information'.
5. Once the user accesses the e-service, he/she will be asked to fill in information such as his work pass type, occupation, education qualification, income, nationality, race and primary country of residence. This is followed by information on his/her spouse and children, if applicable. These factors enable the assessment of current and future economic contribution, cultural assimilability and the future population augmentation by the user.
Outcome of assessment
6. The outcome of the assessment is made known to the user instantaneously.
7. The system uses a ¡§Traffic Lights¡¨ approach to advise the user whether he/she is eligible for SPR or SC. The outcome is colour-coded in three colour bands:
ľ Red means that the user currently has not met the minimum requirements. Thus, the user will be informed that he/she is not eligible at this point in time based on the information provided. However, if his/her personal information has changed over time, he/she may use the system again for reassessment on their eligibility.
ƒæ Amber means that the user currently has not met the minimum requirements, but the situation is likely to improve over time. Thus, the user will be informed that he/she is not eligible for SPR/SC at this point in time based on the information provided. He/She may wish to apply again in one or two years¡¦ time.
ľ Green means that the user has met the minimum requirements. Thus, the user will be informed that he/she is eligible for SPR/SC based on the information provided. The system will then provide a hyperlink for the user to download the application form, as well as a set of explanatory notes to the application form to make it easier for user to apply for SPR/SC.
Important note
8. The Naturalisation Eligibility Tool helps the users to assess their eligibility for SPR/SC. However, eligibility does not guarantee approval for SPR/SC as this requires an in-depth assessment.
