Use IC number in application forms

WE REFER to the letter, “Which ID number to use on forms?” (my paper, July 2).
For the purposes of national registration, a unique identification number (UIN) is assigned to all Singapore citizens, permanent residents and children born in Singapore.
For Singaporeans, this UIN is used as their birth-certificate number and identity-card number.
The Immigration & Checkpoints Authority understands that the UIN, also commonly known as the IC number, is often included as a data field in application forms that are used for public or private transactions.
Before the introduction of the Singapore biometric passport in August 2006, Singaporeans’ UINs were the same as the passport numbers of non-biometric passports.
Now, the inventory-control number of the biometric passport is used as the passport number.
As part of a global effort to curb passport abuse, the move towards the use of the inventory number, which will not be repeated, is necessary as it will be easier to share information on lost and stolen Singapore passports.
The change is in line with recommendations from the International Civil Aviation Organization, an important standard-setting body for international travel.
The biometric passport number will change whenever a passport holder applies for a new passport.

I REALISED recently that, with the advent of the biometric passport, my passport number would be different from my IC number.
Hence, I am a bit confused about which number I should use when required to provide identification on an application form. Should I state my IC number or my new passport number?
I hope the authorities could clarify this for the benefit of all citizens.
