Cost-recovery fee levied when old IC is lost
THE identity card is an important document used primarily for identification purposes ('Hefty penalty for losing old IC' by Mr Alex Chan; Nov 8). It also facilitates personal transactions in the public and private sectors in Singapore.
Singaporeans only need to pay a subsidised fee of $10 for registration at 15 years of age and re-registration when they reach age 30.
However, identity card holders must produce their old identity card in exchange for the new one. This ensures that the old identity card is properly accounted for and that it will not be used for illicit purposes.
Mr Chan lost his identity card and was unable to produce his old identity card at the point of re-registration. Under such circumstances, he was asked to pay a baseline cost-recovery fee for the new card.

Hefty penalty for losing old IC
I WAS recently involved in an identity card (IC) re-registration exercise. Unfortunately, my wallet, which contained my old IC, was stolen while my new one was being processed.
So instead of paying the original $10, I was told to pay $60 because I could not produce my old IC, even though I had a police report to back up my explanation.
Why does the Immigration and Checkpoints Authority have to levy this additional fee, since administratively, there is no difference to the process?
