Man Jailed Ten Weeks For Providing Forged Documents To Female Immigration Offenders
A male Chinese national was sentenced to 10 weeks’ jail on 10 September 2018 for being found in possession of two forged ICA Special Passes (SPs) as well as providing forged Ministry of Manpower (MOM) SPs to two female Chinese nationals who were immigration offenders.
2. Wang Guoxing, aged 36, had printed and delivered the forged SPs to two Chinese nationals Guo Cuilin aged 28 and Ding Zuping aged 36. Both had overstayed in Singapore. Wang received the forged MOM SPs from an unknown Chinese national via WeChat, printed them at an internet café in Geylang and delivered the forged passes to the female Chinese nationals. Wang was paid RMB2,500 for each successful transaction.

Wang’s offences were uncovered when a vigilant Immigration & Checkpoints Authority (ICA) investigation officer noticed similarities in the forged MOM SPs that were in Guo and Ding possession when they were arrested. There was also no record that the SPs were issued to Guo and Ding. The follow-up investigations by ICA resulted in the arrest of Wang on 10 May 2018. ICA officers also found two forged ICA SPs in his residence. Wang had intended to provide the forged ICA SP to his friend, Liu Fang aged 30, a Chinese national, who had overstayed in Singapore. All three female Chinese nationals in this case had been dealt with by the Court.
4. The ICA takes a serious view of persons who possess forged passes or abet others to be in possession of one. Any person who attempts to use or without lawful authority has in his possession any forged, unlawfully altered passes or documents, will be dealt with firmly according to the law. If convicted under Section 57(1)(l) of the Immigration Act, the offender is liable to a fine not exceeding S$4,000 or to imprisonment for a term not exceeding 12 months or to both.
