New SOLAR System to Facilitate Foreigners to Study in Singapore

Since Jan 2003, SIR has implemented a new system known as the Student's Pass On-Line Application and Registration (SOLAR) System. The system makes it easier for foreign students to apply for a Student's Pass (STP) by allowing them to do so on-line.

2 SOLAR is a tie-up with ten Institutes of Higher Learning (IHL). They comprise National University of Singapore, Nanyang Technological University, Singapore Management University, INSEAD (Singapore), University of Chicago Graduate School of Business (Singapore) and five polytechnics, namely, Ngee Ann Polytechnic, Singapore Polytechnic, Nanyang Polytechnic, Temasek Polytechnic and Republic Polytechnic.

3 SOLAR allows foreign students who have been accepted by any of the ten IHL to submit their STP application forms via the Internet to SIR from the convenience of their home, any time and anywhere in the world. SOLAR can be accessed through SIR's website at http://www.sir.gov.sg.

HOW TO USE SOLAR

4 SOLAR will guide the foreign student through each step of filling up the electronic STP application form. Please see Annex on the procedures.

5 With the implementation of SOLAR, the foreign student only needs to come to SIR once to collect his STP in person. For IHL that have made arrangements to collect the STP on behalf of the foreign students, their foreign students would not need to come to SIR at all, thus enjoying one-stop convenience.

OTHER BENEFITS OF SOLAR

6 SOLAR provides an additional avenue for the foreign students to submit their STP applications.

7 Currently, for IHL that submit the STP applications on behalf of their foreign students, the processing time may take up four weeks. However, with SOLAR, the processing time would be reduced to less than ten working days.

8 Lastly, the respective IHL and foreign students can also check the status of their STP applications online via SOLAR.
