From 1 April 2003, Singapore Immigration & Registration (SIR) will merge with a significant part of Customs & Excise Department (CED) to form ICA

Formation of Immigration & Checkpoints Authority

The Government has announced that with effect from 1 April 2003, two departments - Immigration & Checkpoints Authority (ICA) and Singapore Customs (SC) - would be formed.

2 With the formation of ICA, the border security of Singapore will be further enhanced. Making up of about 2400 officers from the Singapore Immigration & Registration (SIR) and about 1000 officers from the Customs & Excise Department (CED), ICA will be responsible for the security of Singapore's borders against the entry of undesirable persons, cargo and conveyances through our land, air and sea checkpoints. It integrates the border forces of Singapore and strengthens our border security by enabling a closely co-ordinated, quick and effective response to any security threat.

3 ICA, as a department in the Ministry of Home Affairs, will continue to work closely with the other Home Team Departments to enhance the safety and security of Singapore.

4 SC will be set up to focus on trade facilitation and revenue enforcement under the Ministry of Finance. It brings together the revenue enforcement and trade documentation functions of CED and the Trade Facilitation Division and Statistics Audit Unit of International Enterprise Singapore to focus on trade facilitation and revenue enforcement to provide businesses with a single point of contact.

5 ICA will continue to provide the citizen, permanent resident and visitor services that SIR presently offers, such as services for passports, NRICs, re-entry permits and visitor passes. ICA will offer the services to the public at the current SIR Building, which will be renamed as the ICA Building from 1 April 2003. Although the Registry of Societies would be transferred to the Ministry of Home Affairs, those who wish to register societies should still do so at the ICA Building. The Registry of Political Donations will also be transferred to the Elections Department under the Prime Minister's Office. It will be sited together with the Elections Department, at 11 Prinsep Link Singapore 187949.

6 There will not be any changes to the locations, telephone or fax numbers for the clearance of passengers, vehicles and cargoes though the various checkpoints.
