New Requirements for Foreign Students and Professional Visit Pass Holders

With effect from 30 April 2003, all new and returning foreign students attending private schools, professional visit pass holders coming for more than a month, and their accompanying family members, coming from areas affected by the Severe Acute Respiratory Syndrome (SARS), will be quarantined for 10 days upon their arrival.

2 This measure is necessary to contain the spread of SARS in Singapore as these groups of foreigners are likely to live and work with the larger community in Singapore. It is in line with similar measures introduced earlier for foreigners coming to work here or to study in our Government schools.

3 We strongly urge private schools and sponsors to discourage their students and employees from traveling to SARS-affected areas during their breaks and vacations.

4 It is possible that some of these visitors, particularly students, may face difficulty in securing accommodation during this period of observation. To assist these individuals, the Singapore Tourism Board, in co-operation with Economic Development Board, has secured some facilities for use as alternative accommodation. Where feasible, orientation programmes will be arranged to help these visitors adjust to living and studying in Singapore, as many of them would be arriving here for the first time.

5 We all have to exercise social responsibility to prevent the spread of SARS in Singapore. Schools, sponsors and pass holders have an integral role to play in preventing the outbreak of SARS at the study place, work place and the wider Singaporean community. ICA has worked with Ministry of Health to prepare advisories to all stakeholders to advise them on precautionary measures they can take to safeguard themselves and prevent the spread of SARS. These advisories have been sent to the stakeholders.
