ICA Officers foil Illegal Employment Scam and Arrested 3 Immigration Offenders
Case 1: Arrest of 13 Immigration Offenders for Involvement in Illegal Employment Scam
On 15 Jul 2003 at about 0830 hours, acting on information received, Immigration & Checkpoints Authority (ICA) officers conducted a check at a HDB unit in Ang Mo Kio Avenue 3 and arrested two Indian nationals for suspected involvement in illegal employment scam.
2 Preliminary investigation revealed that one of the Indian nationals, a 31 year-old male, had set up a cleaning company with a male Singaporean to supply immigration offenders as cleaners to several eateries. His accomplice, another 29 year-old male Indian national, who was arrested with him had assisted in collecting salaries from the eateries.
3 Based on the information provided by the two Indian nationals, ICA officers mounted an island-wide operation at the seven eateries between 1130 hours and 1300 hours. Checks were conducted at the eateries located in Raffles Boulevard, Fullerton Road, Tanglin Road and Thomas Road and ICA officers successfully arrested 11 Indian immigration offenders (10 males and 1 female) at these premises.
4 Preliminary investigations revealed that the 11 immigration offenders, aged between 20 and 46 year-old, were working illegally as cleaners in the premises and were paid between S$600/- and S$1000/- per month. They were recruited by a 31 year-old male Indian national (mentioned in paragraph 2).
5 Under the Immigration Act (Cap 133), the penalties for overstaying and illegal entry is a jail term up to six months and caning of at least 3 strokes. The penalties for employing immigration offenders is a jail term between six months and two years and a fine up to S$6000/-.
Case 2: Successful Arrest of Three Immigration Offenders in Possession of Pornographic and Uncensored VCDs
6 On 16 Jul 2003 at about 0730 hours, ICA officers conducted a raid at a HDB unit in Lengkok Bahru and arrested three female nationals from the People's Republic of China (PRC) for overstaying in Singapore.
7 When a search was conducted at the HDB unit, the ICA officers found 138 uncensored and pornographic VCDs in a black bag belonging to one of the female PRC national. Further search in the bedroom, resulted in the discovery of another 292 uncensored and pornographic VCDs.
8 ICA takes a serious view of attempts by foreigners to overstay or enter Singapore illegally. Under the Immigration Act (Cap 133), the penalties for overstaying or illegal entry are a jail term of up to six months plus a minimum of three strokes of the cane. Under the Film Act (Cap 107), the penalties for possession of obscene materials are a jail term of up to 2 years and/or a fine up S$80,000.
9 ICA would also like to remind the public that it is an offence to offer shelter and employment to immigration offenders. If the homeowners is found guilty, he shall be liable to a jail term up to 2 years and a fine up to S$6000/-.
