New way to apply for Identity Card with new security features

From 1 Sep 2003, Immigration & Checkpoints Authority (ICA) will be implementing a new online service known as iC Online. iC Online allows 30 year-old Identity Card (NRIC) re-registrants and NRIC holders who wish to replace their NRICs due to change in particulars or damage to submit their applications via the internet. iC Online allows real time access for members of public to submit their application for NRIC re-registration or replacement due to change of particulars or damage from the convenience of their home, 24 hours a day, in a secure way. It can be accessed through ICA's website at www.ica.gov.sg as well as the eCitizen portal at www.ecitizen.gov.sg.

Who is eligible?
2 With 24-hour availability, iC Online gives the following two categories of NRIC holders added flexibility and convenience:

a) Singapore Citizen and Permanent Resident NRIC holders who have reached 30 years of age and holding a NRIC issued more than 10 years ago. These re-registrants will be notified by post to re-register for their NRICs.

b) All NRICs holders who wish to apply for a replacement of their NRICs due to change of their particulars/photographs or due to damage.

Benefits of using iC Online
3 NRIC holders only need to attach a digital image of their photograph when submitting their application via iC Online. Those who have ethnic names reflected on their current NRIC would also be required to submit a digital image of their current NRIC. Additionally, applicants will be able to pay for their application electronically by credit card payment using their MasterCard or Visa credit card. NRIC registrants who have submitted their applications via iC Online can also check the status of their applications via an online enquiry system. The enquiry system in iC Online will advise applicants of the collection date of the NRIC, and the necessary documents to produce on the day of collection.

4 However, all 15 year-olds who are registering for a NRIC for the first time would be required to come to ICA in person to register. They would not be able to submit an application via iC Online as ICA needs to capture the live thumbprint for all first time registrants.

5 NRIC holders who wish to update a change of address should approach the nearest Neighbourhood Police Post or Neighbourhood Police Centre or IC Section at ICA Building. It is a free service and a sticker reflecting the new address would be pasted on the current IC on the spot. However, if the NRIC holder chooses to effect the change of address through iC Online, he would need to pay a registration fee of $60/- as a new IC reflecting his new address would be produced.

6 ICA has also enhanced the security features of the NRIC. The new security features are:
- Multiple Laser Image (MLI);
- The addition of a MLI lens with the holder's photograph engraved in it;
- The inclusion of 'Republic of Singapore' in Optical Variable Ink (OVI).

7 Only NRIC holders who have applied for their NRICs from 1 Sep 2003 onwards will be issued with NRICs with the new security features.
