ICA Officers Geared to Inspire Confidence in All

As part of the Singapore Government's offensive against the growing global security threat, the Immigration & Checkpoints Authority (ICA) was formed on 1 Apr 2003 with the aim to strengthen the border security of Singapore. ICA brought together some 2,400 immigration officers from the former Singapore Immigration & Registration (SIR) and 1,000 customs officers from the preventive and enforcement units of the former Customs & Excise Department (CED).

2 In order to build a shared identity for ICA, a logo, mission, vision and departmental values were created with our officers' participation. Similarly for the ICA uniform, a committee comprising officers holding different ranks, and from the various checkpoints was formed to look into the design of the ICA uniform. Besides projecting a smart and professional look for our officers, the navy blue ICA uniform is also designed to establish ICA as a proud member of the Home Team under the Ministry of Home Affairs.

3 The ICA uniform has different designs to cater to the different operating environment at the various checkpoints. At the land and sea checkpoints, as well as Head Office, ICA executives wear the bush jacket or tunic for male and female executives respectively. Sea-going officers don long-sleeve coastal uniform that serves as protection against the weather while officers clearing travellers at the Airports don the airport suit, which comes with a jacket and tie to promote a professional and friendly corporate image. Please see Annex A for details of the different uniform designs.

4 The ICA uniform also includes accessories such as the epaulette, collar badge and nametag of the officer which identifies him/her as an ICA officer, and which are integral to a smart turnout for officers donning the uniform. The rank insignia adorned on the epaulettes identifies the rank status of the officers.

5 Being responsible for the security of Singapore's borders against the infiltration of undesirable people, cargo and conveyances through the country's land, air and sea checkpoints, ICA officers will continue to provide efficient and effective clearance without compromising security. At the same time, we will continue to provide the quality service to our citizens, permanent residents and visitors at our Services Centres. We will also work with our strategic partners, both local and international, to achieve our mission.
