30 Immigration Offenders Arrested in a Series of Raids by ICA and SPF

On 6 Oct 2003, at about 0045 hours, Immigration & Checkpoints Authority (ICA) officers mounted a joint operation together with Police from Jurong and Bedok Divisions to conduct simultaneous raids at four different residential units located at Bedok North, Pipit Road and along Jalan Bumbong and Lorong Mydin. A total of 30 immigration offenders (29 Indonesian nationals and one Indian national) aged between 19 to 43 years old were arrested during the raid. Forged immigration stamps were recovered from a villa along Jalan Bumbong.

2 In the luxurious and well-furnished 3-storey villa along Jalan Bumbong, 17 male Indonesian nationals (five illegal immigrants and 12 overstayers) and 8 female Indonesian nationals (four illegal immigrants and 4 overstayers) were arrested. The ICA and Police officers conducted a thorough check of the premises and found the following items wrapped in a red plastic bag in the drain located at the backyard of the said premises:

a) four forged Singapore immigration stamps;
b) two forged Indonesian immigration stamps;
c) three date stamps; and
d) ink pads;

3 At the other three locations, four Indonesian nationals (three males and one female) were arrested for overstaying while one female Indian national was arrested for illegal entry to Singapore.

4 A 27 year-old male Singaporean was arrested on suspicion of harbouring all the IOs caught during the joint operation. It is believed that he was employing these immigration offenders to work as otak sellers near various MRT stations and also provided the forged immigration entry endorsements to these IOs. He has been handed over to the Police for further investigation together with all the IOs and forged immigration stamps.

5 ICA takes a serious view of attempts by foreigners to overstay or enter Singapore illegally and would prosecute them and others who abet their illegal stay or entry into Singapore. ICA is monitoring the IO situation even more closely than ever given the recent terrorist events that have unfolded in the region. Under the Immigration Act (Cap 133), the penalties for overstaying or illegal entry are a jail term of up to six months plus a minimum of 3 strokes of the cane.

6 ICA also takes a serious view of attempts to forge immigration cards and other related documents. For forgery of passes or in possession of forged passes, the offender faces an imprisonment of up to seven years and shall be liable to a fine.
