Man Caught Smuggling VCDs at Changi Airfreight Centre (CAC) Checkpoint
On 10 Nov 2003 at 1405 hours, Immigration & Checkpoints Authority Officer stopped a Singapore registered Mitsubishi covered lorry at the secondary cargo checking bay of Changi Airfreight Centre (CAC) checkpoint for a routine check.
2 Upon further inspection, 26,992 pieces of assorted VCDs, CD-ROMs and DVDs believed to be uncensored, 396 pieces of VCDs suspected to be obscene together with 160 pieces of games cartridges were found in 19 brown paper cartons in the lorry. The malay driver, a male Singaporean, aged 40 years old was arrested for attempting to smuggle the assorted VCDs, CD-ROMs and DVDs into Singapore.
3 Preliminary investigations revealed that the 27,388 pieces of assorted VCDs, CD-ROMs and DVDs is worth $136,940 based on estimated street value. The GST involved amounted to $5,477.60.
4 The accused, together with all the exhibits were handed over to Singapore Customs for further investigations.
5 Under the Copyright Act (Cap 63), persons found guilty of selling or distributing articles of any work in which copyright or trademark subsists are liable to a fine up to $10,000/- per article (or up to a maximum fine of $100,000/-), and/or to a jail term up to 5 years. Under Films Act (Cap 107), persons found guilty of importing obscene films are liable to a fine not less than $1,000/- for each film imported (but not exceeding aggregate of $40,000/-), and/or to a jail term up to 12 months. Repeat offenders are liable to a fine not less than $2000/- for each film imported (but not exceeding aggregate of $100,000/-), and/or to a jail term up to 2 years.
