Singapore Citizen to Be Charged After Breaching His Stay-Home Notice Requirements

            A 27-year-old Singapore Citizen, Ang Chenrui (“Ang”), will be charged in court under Section 21A of the Infectious Diseases Act on 22 October 2021 after allegedly breaching his Stay-Home Notice (SHN) requirements on four occasions.

2.          On 17 April 2021, Ang arrived in Singapore and was served with a 14-day SHN from 17 April 2021 to 1 May 2021. Ang was informed by an Immigration & Checkpoints Authority (ICA) officer that he was required to serve his 14-day SHN at a dedicated facility and was not allowed to leave his room in the dedicated facility for the duration of his SHN. After immigration clearance, Ang was brought to the dedicated facility, a hotel along Beach Road.

3.          On 20 April 2021, Ang allegedly left the hotel without authorisation and returned to his home in Serangoon. He allegedly met up with his female room tenant and had dinner at a coffeeshop in Serangoon Central. Following which, the two allegedly proceeded to NEX Shopping Centre before Ang returned to the hotel alone.

4.          On 21 April 2021, Ang allegedly left his room and sat on a chair that was placed outside his room. The next day, Ang allegedly left his room again and proceeded to the ground floor lobby. On both occasions, he returned to his room after being noticed by the hotel staff.

5.          On 24 April 2021, Ang obtained approval from the relevant authorities to go to the Institute of Mental Health (IMH) for a consultation. After verifying the approval email, the hotel arranged to convey Ang to IMH by dedicated transport. However, upon arriving at IMH, Ang allegedly did not register for consultation but instead, returned home to meet up with the aforementioned female tenant. They allegedly went to a shopping mall and had dinner in Farrer Park before returning to Ang’s home.

6.          The hotel subsequently found out that Ang had not registered for his consultation and alerted ICA to Ang’s disappearance. ICA enforcement officers subsequently found Ang at his home. Ang was subsequently admitted to IMH where he served the remaining days of his SHN.

7.          Strict compliance with SHN requirements is key to safeguarding the health and safety of our community. Those who fail to comply with SHN requirements will be liable to prosecution under the Infectious Diseases Act and/or the Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020. The offence carries a penalty of a fine of up to S$10,000 and/or imprisonment of up to six months.
