The Pre-Marriage LTVP Assessment (PMLA) is a free online assessment for Singapore citizen and Non-resident (NR) couples who are interested in the Long-Term Visit Pass (LTVP). It helps the couple:
- Check the intended spouse’s chances of getting an LTVP (as marriage does not guarantee LTVP approval)
- Speed up the LTVP application process: 6 weeks instead of 6 months
- Find out more about each other before getting married
The couple would need to:
- Provide personal information, similar to the information that will be submitted when applying for LTVP. ICA uses this information to assess the intended spouse’s chances of getting an LTVP
- Ensure the information submitted is correct, as this would impact the accuracy of the PMLA as an indicator for LTVP
Marriage to a Singapore citizen does not automatically guarantee his/ her foreign spouse entry into Singapore or approval for long-term stay in Singapore.
While a positive PMLA means the intended spouse is likely to be eligible for an LTVP after marriage, it is not the actual approval of an LTVP. The intended spouse should separately apply for an LTVP after marriage to be considered for long-term stay in Singapore.
In a small number of cases, the outcomes of the PMLA and LTVP applications may differ if a couple’s circumstances change between their PMLA and LTVP applications or when different information is used when applying for LTVP.
A Singpass is required to submit the Pre-Marriage LTVP Assessment (PMLA) using the e-Service
Please have the following ready before proceeding with the PMLA submission:
- For Singapore citizen - Singpass
- For Non-Resident (NR) – NR’s passport details
- Personal information of Singapore citizen and NR
- Letter of Approval for Marriage by Ministry of Manpower (MOM) for existing/ former Work Permit holders (including Training Work Permit) who require MOM’s approval to marry. For more details, please visit MOM’s website.

The Pre-Marriage LTVP Assessment (PMLA) will be processed within 1 month, provided all the required information are submitted and in order. Some applications may take longer to process.
You will be informed of the outcome via email respectively. Alternatively, you may also check on the status using the e-Service.
The processing time for Long-Term Visit Pass (LTVP) applications submitted by Singapore citizen - Non-Resident (NR) couples after marriage is as shown:

This free online Pre-Marriage Long-Term Visit Pass Assessment (PMLA) will give a Singapore Citizen (SC) and Non-resident (NR) couple greater clarity in planning for marriage and stay in Singapore. Through this free assessment, a SC who intends to marry a NR can check if the intended NR spouse is likely to be eligible for a Long-Term Visit Pass (LTVP). This is important, as marriage to a SC does not automatically qualify a foreign spouse for long-term stay in Singapore.
Important Notes
- The online PMLA form must be completed in English.
- The completed form must be submitted within 7 days of starting the draft. Forms not submitted within 7 days will be automatically removed.
- The SC and intended NR spouse are to jointly complete, review and declare that all the particulars furnished in the form are true and correct.
- Any false statement and/ or declaration in relation to the PMLA would render the assessment outcome invalid.
- The PMLA will be processed within 1 month.
- Couples with a positive assessment will be issued with a Letter of Eligibility (“Letter”) and may apply for LTVP within 1 year of receiving the “Letter”. The “Letter” is not an LTVP and does not constitute an approval of an LTVP.
- An application for an LTVP is required to be submitted if the NR spouse intends to reside in Singapore after the couple is legally married.
- Existing and former Work Permit holders (including Training Work Permit) who wish to marry Singapore citizens or Permanent Residents in Singapore or overseas, regardless the type of marriage (civil, religious or customary) must first seek approval from the Controller of Work Passes. If they fail to do so, their privileges to work in Singapore could be withdrawn. They may also be prevented from entering Singapore for a period of time. Information required
The form may take about 20 minutes to complete. The SC and the intended NR spouse will require the following to complete the form:
- Bio-data particulars such as date of birth
- Residential information, including details of residential property
- Immigration records, including passport details and travel history
- Marital status history (where applicable)
- Educational qualifications
- Income information
- Medical information (where applicable)
- Criminal records (where applicable)
- Documents required:
- Intended NR spouse’s passport/ travel document
- Letter of Approval for Marriage by Ministry of Manpower (MOM) for existing/ former Work Permit holders (including Training Work Permit) who require MOM’s approval to marry.
