A Certificate of Identity (CI) is a travel document which is issued to Singapore Permanent Residents (SPRs) who are Stateless to facilitate their travels abroad.
The holder will require a Visa whenever he or she wishes to visit or pass through other countries.
A SPR who remains outside Singapore without a valid REP tagged to the CI will lose his/her PR status.
SPRs who are stateless may apply for a Certificate of Identity.

Please make an appointment via the Electronic Appointment Booking System (e-Appointment) prior to submission at PRSC.
Please download the application forms (Form 6E and Form 6) the accompany notes (Notes - CI).and complete the application forms before proceeding to Permanent Resident Services Centre. You will require Adobe Acrobat Reader to read and print the form. Alternatively, you may also obtain the application forms from the Permanent Resident Services Centre.
Please bring along the following documents when you proceed to Permanent Resident Services Centre:
1) Two recent passport-sized photographs of the applicant. The photographs must meet the following specifications:
a) 35 mm wide by 45 mm high without border and taken within the last three months
b) Taken full face without headgear, unless the applicant habitually wears a headgear in accordance with religious or racial customs. The headgear must not hide the applicant's facial features
c) The facial image must be between 25 mm and 35 mm from chin to crown
d) The photo must be taken against plain white background with a matt or semi-matt finish
e) The photo must not be taken in uniform
2) Singapore Blue Identity Card
3) National Service Personnel Identity Card (For PR serving National Service)
4) The latest Singapore CI, if any
Note: Additional documents and information may be required to support the application if necessary.
S$125 for 5 years of CI/REP.
Payment can be made via NETS or CashCard.
Most applications can be processed within one day. However, some applications may take a longer time to process.
Loss of Certificate of Identity
If your current CI is lost or damaged, you are required to pay, in addition to the CI fee, the following non-refundable fee:
S$50 for the first replacement
S$100 for subsequent replacements
