Apply for Certificate of Identity (COI)

A Certificate of Identity (CI) is a travel document which is issued to Singapore Permanent Residents (SPRs) who are Stateless to facilitate their travels abroad.

The holder will require a Visa whenever he or she wishes to visit or pass through other countries.

A SPR who remains outside Singapore without a valid REP tagged to the CI will lose his/her PR status.

SPRs who are stateless may apply for a Certificate of Identity.

  • Two recent passport-sized photographs of the applicant. The photographs must meet the following specifications: 
    • 35 mm wide by 45 mm high without border and taken within the last three months 
      taken full face without headgear, unless the applicant habitually wears a headgear in accordance with religious or racial customs. The headgear must not hide the applicant's facial features 
    • the facial image must be between 25 mm and 35 mm from chin to crown 
    • taken against plain white background with a matt or semi-matt finish 
    • cannot be taken in uniform 
  • Singapore blue identity card/Identity card for National Service personnel
  • The latest Singapore CI, if any

Note: Additional documents and information may be required to support the application if necessary.


You must make an appointment via the Electronic Appointment Booking System (e-Appointment) prior to submitting your application (including completed forms and relevant documents) personally to:

If you are overseas at the time of application, you may submit your application through: 

  • a Singapore Overseas Mission
  • a representative of a foreign government performing consular functions on our behalf in that country 
  • a local representative in Singapore 

Note: An overseas application should be submitted at least 2 months before the expiry of the current CI/(REP). This is to allow sufficient time for processing. An overseas applicant whose spouse is a SC or SPR should furnish his/her spouse's Singapore identity card number and a copy of their marriage certificate to expedite processing. All successful applicants must return to Singapore to collect their CIs.

Loss of Certificate of Identity
If your current CI is lost or damaged, you are required to pay, in addition to the CI fee, the following non-refundable fee: 

S$50 for the first replacement
S$100 for subsequent replacements
