Eligibility

The following categories of people are eligible to be considered for Singapore Citizenship:

  • A person who is at least 21 years of age and has been a Singapore Permanent Resident (SPR) for at least 2 to 6 years prior to the date of application. The SPR who wishes to apply on his/her own merits may approach ICA for a preliminary assessment interview to check his/her eligibility for Singapore Citizenship.
  • Spouse of Singapore Citizen with a minimum of 2-year residence as a PR and married for at least 2 years preceding the date of application.
  • Child born outside Singapore where at least one parent is a Singapore Citizen.

An overseas-born minor (child) may be eligible for Singapore Citizenship by Descent under Article 122(1) of the Constitution of the Republic of Singapore, if his/her parents meet any of the following conditions:

  1. Male Singapore citizen by Birth who has a lawful marriage at time of minor's birth
  2. Male Singapore citizen by Registration who has a lawful marriage at time of minor's birth and minor does not acquire citizenship of the country he was born by reason of his birth in that country
  3. Female Singapore citizen by Birth and minor born on or after 15 May 2004
  4. Female Singapore citizen by Registration and minor born on or after 15 May 2004. Minor shall not acquire citizenship of the country he was born by reason of his birth in that country
  5. Male (who has a lawful marriage at time of minor's birth) or Female Singapore citizen by Descent has to declare their residence period in Singapore. The application can only be accepted if the parent fulfils the requirements stipulated in the Annex.

The application has to be submitted within one year of the child's birth. Otherwise, a letter of explanation and additional documents are required for the late submission.

All applicants for citizenship must be of good character, have satisfied the residential requirement and have the intention to reside permanently in Singapore. They must also be able to support themselves and their dependents financially.

For male/female applicants and spouse above 21 years old

(If married, spouse's documents are still required even if he/she is not applying)

  • One recent passport-sized colour photograph of applicant affixed on the completed citizenship application form. The photograph must be:
    • 35 mm wide by 45 mm high without border and taken within the last three months;
    • taken full face without headgear, unless the applicant habitually wears a headgear in accordance with religious or racial customs. The headgear must not hide the applicant's facial features;
    • the facial image must be between 25 mm and 35 mm from chin to crown; and taken against plain white background with a matt or semi-matt finish;
    • Photographs can be taken at the photo booths located at level 1 of ICA Building.
  • Identity Card and Birth Certificate
  • Marriage Certificate; Divorce Certificate; Separation Deed
  • Passport or travel document
  • Entry Permit Card/Re-entry permits
  • Educational Certificates and Skill Certificates.
  • A letter of employment from current employer stating occupation, date of employment, basic and gross salary per month.
  • Latest 6 months payslips.
  • Authorisation form for ICA to obtain and verify financial information with the Inland Revenue Authority of Singapore and Central Provident Fund Board. (However, if you do not wish to give consent for the former, you will need to furnish us with your Income tax notice of assessment for latest 3 years and CPF contribution history for latest 6 months, preceding the date of this application). 

  • Latest Computer Information on Business Profile from Accounting & Corporate Regulatory Authority (ACRA), latest balance sheet/profit and loss account if you are a sole proprietor/partner/Director of a company.
  • Death Certificate of ex-spouse, proof of child/children’s custody from previous marriage, if applicable.
  • Deed Poll or Religious Certificate for change of name (if any).
  • Birth Certificate(s)/Passport or travel document of child/children.
  • Entry Permit/Identity Card of child/children.
  • Foreign Citizenship Certificate and Foreign Identity Card, if any
  • National Service Certificate of Service, if any.

Please bring along all the original and a photocopy of these documents. You may also be required to furnish additional documents whenever necessary.

For spouse of Singapore citizen (Documents for applicant & spouse)

Child’s Documents

  • One recent passport-sized colour photograph of applicant affixed on the completed citizenship application form. The photograph must be:
    • 35 mm wide by 45 mm high without border and taken within the last three months;
    • taken full face without headgear, unless the applicant habitually wears a headgear in accordance with religious or racial customs. The headgear must not hide the applicant's facial features;
    • the facial image must be between 25 mm and 35 mm from chin to crown; and taken against plain white background with a matt or semi-matt finish
  • Identity Card; Birth Certificate; Passport
  • Deed Poll or Religious Certificate for change of name (if any)
  • Adoption Order if applicable

Parents' Documents (Father & Mother)

  • Identity Card and Passport
  • Marriage Certificate. If parents’ marriage was registered outside Singapore, child’s father is required to make a Statutory Declaration stating that (name of wife) is his one and only wife if he is the applicant for child’s citizenship.
  • Death Certificate/Divorce Certificate/Separation Deed/Custody document of child/children by previous spouses, if applicable. Letter of consent from ex-spouse if child is under joint-custody.
  • Letter of employment from current employer, stating the occupation, date of employment and gross salary per month, including latest payslip, if employed.
  • Authorisation form for ICA to obtain and verify financial information with the Inland Revenue Authority of Singapore and Central Provident Fund Board. (However, if you do not wish to give consent for the former, you will need to furnish us with your Income tax notice of assessment for latest 3 years and CPF contribution history for latest 6 months,  preceding the date of this application). 
  • Business registration certificate from Accounting & Corporate Regulatory Authority (ACRA), latest balance sheet/profit and loss account if applicant is a sole proprietor/partner/Director of a company. 
  • Birth Certificate(s); Singapore Citizenship Certificate(s); Adoption Certificate; Passport(s) of other child/children.

Please bring along all the original and a photocopy of these documents. You may also be required to furnish additional documents whenever necessary.

For children of Singapore citizen(s) by descent

Child's Document

    • the facial image must be between 25 mm and 35 mm from chin to crown; and taken against plain white background with a matt or semi-matt finish;

  • Birth Certificate of child and passport/travel document.

Parents’ Documents (Father & Mother)

  • Identity Card and Passport.
  • Marriage Certificate. If parents’ marriage was registered outside Singapore, child’s father is required to make a Statutory Declaration stating that (name of wife) is his one and only wife if he is the applicant for child’s citizenship.

Procedure

  • Submit the completed Citizenship application form together with all the supporting documents to Counter 7 or 8 of the Citizen Services Centre.

Monday to Friday : 8.00 a.m. to 4.30 p.m.
Saturday : 8.00 a.m. to 12.30 p.m.

  • An interview will be arranged for you once the officer has assessed you are eligible to apply for Singapore Citizenship.(For application under spouse of Singapore Citizens, the sponsor must be present at time of interview)
  • Pay the processing fee at Counter 7 or 8.
  • Wait for notification of the result of the application.

Note: At the interview, the Interview Officer will verify the documents against the information stated in the application form. The applicant will also have to make a declaration before the Interviewing Officer that the information stated in the application form is true and correct.

Peak Periods to Avoid

  • Mondays, Fridays, Saturdays, school holidays, eve and the day after public/school holidays
  • 10.00 am to 2.00 pm on weekdays
  • 9.00 am to 1.00 pm on Saturdays

There is generally a larger crowd in March, June, September and December
