The master of every vessel which arrives in or is about to leave Singapore Port Waters shall hoist the prescribed immigration signal and exhibit that signal until authorised by an immigration officer to haul it down.
During the day, the vessel will hoist the flags 2 & 5 to indicate a request for immigration clearance. Flags 3 & 4 will also be hoisted to indicate that the vessel is carrying passenger(s) on board and is/are seeking for immigration clearance.
During the night, the vessel will display 2 green lights positioned, two metres apart vertically. The light should be visible from all angles (360o view) from a 2 nautical miles distance.

Crew members from vessels which are granted a Clearance on Board (COB) status are required to seek for physical immigration clearance at any of the gazetted immigration anchorages/terminals/wharves - before they can proceed to the working anchorage to commence on their shipping activities.
- Changi General Purposes Anchorage (CGPA);
- Western Quarantine and Immigration Anchorage (WQIA);
- Western Petroleum B (WPB); and
- LPG/LNG/Chemical Gas Carriers Anchorage (ALGAS).
Gazetted Wharves or Terminals (These are also immigration anchorages under the Immigration Act)
- Jurong Port Wharves and Terminals located at 37 Jurong Port Road;
- Tanjong Pagar Terminal;
- Brani Terminal;
- Keppel Terminal;
- Pasir Panjang Terminal;
- Sembawang Wharves; and
- Wharf at Jurong Fishery Port.
