Shipping agent may submit sign-on application for foreign crew to replace the crew who will be signed off from vessel in Singapore.
At the entry checkpoint, the crew who is granted in–principle approval to sign-on will be assessed during immigration clearance. If he meets the prevailing entry requirements, the crew will be given a Special Pass if the vessel is not in Singapore Port Waters or a Landing Pass if the vessel is in port at the time of arrival.
Subsequently, when the vessel arrives in Singapore Port Waters and proceeds to a private shipyard, the shipping agent will need to go to either to Marina South Pier, West Coast Pier or any one of the four designated ICA Crew Clearance Offices to convert his Special Pass to a Landing Pass before the crew is permitted to join the vessel. On the other hand, if the crew passes through any of the authorised landing places, ICA will convert his Special Pass to a Landing Pass during clearance.
The sign-on crew member shall leave with the vessel when the vessel departs Singapore. The crew security bond imposed will be estreated if the crew member contravenes any of the conditions of the Landing Pass.
