Reciprocal Green Lane (RGL) - Inbound to Singapore

This page summarises the requirements for using the Reciprocal Green Lane (RGL) to enter Singapore. Currently, only the following countries/regions have an active RGL arrangement with Singapore: 

  • Brunei Darussalam
  • Selected regions in Mainland China (Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang) 

Travellers who are vaccinated with WHO EUL COVID-19 vaccines should consider entering Singapore under prevailing entry requirements instead to avoid testing, quarantine and controlled itinerary.

1) Eligibility

Eligible Travellers

Travellers must:

  1. Hold a valid passport of any nationality/citizenship
  2. Be a resident of an RGL partner country/region

Purpose of Travel

Single-entry short-term essential travel for business or official purpose

Travel History

Brunei Darussalam: Stay for at least 14 days before departing to Singapore

Mainland China (Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang): Stay for at least 7 days before departing to Singapore

2) Application Process

A Singapore-based company or Singapore Government agency can apply via the SafeTravel portal on behalf of the traveller. Travellers cannot apply for their own travel under the RGL.

Applications must be made 2 to 5 weeks before the intended week of entry. Applications submitted less than 8 days from the intended date of entry will not be accepted.

3) Entry Procedures

Travellers must:

  1. Be insured for COVID-19 related medical treatment and hospitalisation for a minimum coverage of S$30,000
  2. Ensure they have a valid travel visa if they hold a visa-required passport/travel document;
  3. Take a COVID-19 Polymerase Chain Reaction Test (“PCR test”) within 72 hours before departure for Singapore at a testing facility designated by their country of departure, and test negative for COVID-19;
  4. Take a COVID-19 PCR test on arrival in Singapore;
  5. Fill in the SG Arrival Card declaration up to 3 days before arrival;
  6. Remain in self-isolation at a non-residential address (e.g. Hotel or Serviced Apartment) with an en-suite toilet until a negative COVID-19 PCR test result taken in Singapore is conveyed (typically within 24 hours); 
  7. Adhere to the declared 14-day controlled travel itinerary submitted during entry application for the duration of stay in Singapore; commute using public transport is prohibited.
  8. Follow local health measures in Singapore, such as use of the TraceTogether App in high risk settings.
