From 1 January 2018, Singapore citizens and permanent residents born before 1 January 1962, and who have not been issued with a replacement IC in the last ten years (i.e. current IC was issued before 1 January 2008), will be eligible for an optional National Registration Identity Card (NRIC) re-registration exercise.

Eligible IC holders will receive a notification letter from ICA within the next five years. You do not need to do anything until you receive ICA’s letter. Once you receive ICA’s letter, you can then choose to re-register your NRIC within one year from the date of the letter at the subsidised fee. As NRIC re-registration for this group is entirely optional, you can also choose not to re-register, if you do not wish to.

You will need to provide original documents and official translations (for documents in languages other than English), as well as copies of the documents for ICA to retain. ICA accepts:

  • Translations provided by the embassy of the country that issued the document
  • Translations produced by a notary public in Singapore or the country that issued the document
  • Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.

You will need to prepare digital images of the following documents when you apply online using the e-Service:

  • Baptism or religious certificate to include a religious name (not applicable to Singapore permanent residents)
  • Deed poll for a change of name (not applicable to Singapore permanent residents)
  • Marriage certificate (if you want to include your married name)
  • Your recent passport-sized, digital, coloured photograph taken within the last three months. Please click here for photo guidelines.

If you are a Singapore permanent resident, you will also need to provide the following additional documents:

  • Digital image(s) of the page(s) of your current passport which contains your personal particulars (bearing new name if applicable^)

^Singapore permanent residents with a change of name must first update the name on their current passport, and provide a copy of the passport bearing their new name as supporting document to change the name on the Singapore IC. 


Procedure

Eligible IC holders will receive a notification letter from ICA within the next five years and they can re-register their IC within one year from date of the letter.

Online

You can submit your application online and check its status using the e-Service. The processing time is three working days.

Fees

You will need to pay the following fees:

  • S$10 for Singapore citizens
  • S$50 for Singapore permanent residents.
For online applications, payment can be made using:
  • Visa or MasterCard credit/debit card or,
  • American Express (AMEX) credit card or,
  • Internet Direct Debit (DBS/POSB, OCBC, UOB, Standard Chartered Bank and Citibank Internet Banking accounts in Singapore),
  • PayNow.
Collection

Make an e-Appointment to inform us when you would like to collect your IC. 

If you had applied for your new IC using the e-Service, a collection notice will be emailed to you in three working days upon successful processing. 

Selected Post Offices

ICA is working with a commercial service provider to provide collection services at alternate sites. There will be a service fee payable to SingPost for the successful collection of each ICA document at designated post offices. A list of participating SingPost outlets is available here.

You are not eligible to use this service if you:

  • Are a 11B/Home Team National Service IC (full-time personnel) holder
  • Have lost or damaged your current IC
  • Have fingerprints that are faint, scarred or excessively dry or wet
  • Do not have two sets of fingerprints enrolled in ICA’s database

Self-Service at iCollect

iCollect is a self-service machine housed on the ground floor of the ICA Building. Collection has to be done in person.

You are not eligible to use this service if you:

  • Are a 11B/Home Team National Service IC (full-time personnel) holder
  • Have lost or damaged your current IC
  • Have fingerprints that are faint, scarred or excessively dry or wet
  • Do not have two sets of fingerprints enrolled in ICA’s database

Operating hours are from 8.00 am to 4.30 pm on Mondays to Fridays, and from 8.00 am to 12.30 pm on Saturdays.

Longer-than-average waiting times are to be expected on the following peak times:

  • Mondays, Fridays, Saturdays
  • School holidays
  • The day before or after a public holiday.
