Eligibility

ICA Officers may be fully sponsored for their degree studies at any of the three local universities if they meet the following requirements:

  • Diploma graduate
  • Minimum 2 years of service
  • Have been assessed to perform well and have senior officer potential

Salary during Sponsorship Term

Officers selected for the HALO Programme will continue to draw their full salary whilst on their degree course. Upon the successful completion of their degree programme, these officers will be emplaced on the Senior Officer (SO) scheme of service.

1. What is this Home Affairs Learning & Growth (HALO) Programme all about?

The Home Affairs Learning & Growth Opportunities (HALO) Programme is a degree sponsorship programme which provides sponsorship to top-performing HUS/ICA junior officers to pursue their full-time undergraduate studies in one of the local universities.

2. What are the benefits of the Home Affairs Learning & Growth (HALO) Programme?

The unique features of the HALO Programme are that officers selected for the programme will:

  1. Be given full-sponsorship to study in one of the local universities;
  2. Be allowed to pursue their degree studies on a full-time basis;
  3. Continue to draw their full salary whilst they are studying; and
  4. Be emplaced on the senior officer scheme of service upon the successful completion of their degree studies.

3. Which universities and degree programmes can Home Team officers enrol in as part of the Home Affairs Learning & Growth (HALO) Programme?

Officers may enrol in any of the three recognised local universities, namely: (a) National University of Singapore (NUS); (b) Nanyang Technological University (NTU); or (c) Singapore Management University (SMU).

Officers may pursue a bachelor degree in any discipline, except architecture, medicine, and dentistry.
