A Certificate of Identity (COI) is a travel document issued to Singapore permanent residents (PRs) who are stateless to facilitate their travels abroad.


Eligibility

Stateless Singapore permanent residents (PRs) may apply for a Certificate of Identity (COI).

You will need the following documents:

  • Completed application forms (Form 6E and Form 6)
  • Two recent passport-sized colour photographs. Please see Photo Guidelines for information on photo requirements.
  • Your blue Identity Card (physical/digital).
  • Your most recent COI (if any).

You may be asked to provide additional documents or information to support your application.


Procedure

To apply for a COI, you must book an appointment using e-Appointment and submit in person at:

ICA Building
10 Kallang Road, Level 5 (next to Lavender MRT station)

Fees

A S$125 fee for a five-year COI is payable via

  • NETS,
  • Visa or Mastercard credit/debit card, or
  • Mobile payment e.g. Apple Pay, Samsung Pay and Google Pay 

If you lose your COI or it is damaged, in addition to the COI fee, you must pay the following non-refundable fee:

  • S$50 for the first replacement
  • S$100 for second and subsequent replacements.

Processing Time

The general processing time is within 3 working days (excluding the day of submission). Some applications may take longer to process.

You will be informed of the outcome once the application has been processed.
